Project description

The L406 Transmission Pipeline Landslide Response and Hillside Stabilization project in Ventura County, California, was initiated following a major pipeline rupture caused by landslide activity after severe storm events in March 2024. Underground Construction Company (UCCo), a trusted leader in gas and utility infrastructure, rapidly mobilized crews to isolate the damaged segment and stabilize the site in steep, remote terrain. What began as an emergency response quickly evolved into a full replacement of approximately 280 feet of 22-inch transmission pipeline, along with engineered hillside stabilization systems. Through strong collaboration with SoCalGas and project partners, the team successfully restored critical energy infrastructure while maintaining a focus on safety, quality, and long-term system reliability.

What makes it interesting?

This project is a strong example of “The Underground Way”- approaching construction challenges as opportunities to collaborate, innovate, and succeed. Crews operated in a remote canyon environment with limited access, requiring specialized steep-slope construction techniques, including winch-assisted equipment and GPS-controlled grading. The scope expanded beyond a simple repair into a complex geotechnical solution involving soil nails, anchors, and a redesigned pipeline support system to mitigate future landslide risk. At the same time, the team worked within environmentally sensitive land, carefully balancing construction needs with habitat protection. The combination of emergency response, technical complexity, and environmental stewardship highlights Underground Construction’s commitment to delivering safe, high-quality solutions on even the most challenging projects.
