Pre-bid Process:

Utilize HCSS civil estimating software to prepare complete cost estimates Review scope, cost and terms of subcontractor and vendor quotes to select best value quotes. Maintain an accurate estimate file including correspondence, takeoff, addenda, photos, quotations, estimating software report, and bid submittal documents. Assure that risk has been considered within the bid. Conduct and facilitate Final Estimate Review with Management.
Bid Delivery:
Develop Bid Delivery strategy. Ensure bid submittal documents are completed fully and correctly. Ensure the bid is delivered on time.
Post-Bid Process:
Update and maintain the civil estimate log in a timely manner. Assist in preparing the quarterly Civil Estimating Report to Management Complete estimate buyout, issue letters of intent and prepare the estimate information notebook. Conduct hand-off meeting with project personnel. Coordinate and work closely with Project Managers during the project. Investigate value engineering options as required.
Prospect Qualification:
Assist with identifying potential projects within the marketplace which align with the company's goals, expertise and operational needs. Assist with evaluating potential projects using the Project Evaluation Scoring Matrix.
Required Knowledge, Skills, & Abilities:
  • 4-yr degree in construction science, construction management or engineering

General Description
This position within the Estimating Department at Hubbard Construction Company will have at least 10 years of civil construction estimating experience, with an emphasis on highway interchanges, drainage systems, roads, and bridges. Designed-Built experience highly preferred.
Key Duties
  • This is a senior level estimator position. Experience working for a General Contractor as an estimator bidding on DOT or heavy highway projects required.
  • Estimating projects which typically range from 5 million to 50 million dollars.

This position will be located in our Corporate Office located in Plain, WI and will be responsible for leading and administering the company's Procurement Programs to include the following:

  • subcontract negotiation and procurement
  • contractual requirement reviews
  • direct and indirect material purchasing
  • commodities negotiating
  • inventory control
  • transfer of estimate data to the accounting system
  • assisting estimating with solicitation efforts
  • management of purchasing staff
  • developing and maintaining effective relationships with owners and vendors
  • Occasional travel to MN and CO Regional Offices required

Qualified candidates will have a minimum of 5 years previous experience in a procurement role within the construction industry, be well versed in contract analysis and negotiations, have excellent communication, computer and organizational skills, and be detail oriented.

ABOUT THE JOB:

Prodims has immediate openings for local qualified Senior Cost Estimators with transportation (transit, airport, and tunnel) estimating experience.

Candidates must have strong computer skills, and be familiar with estimating and scheduling software programs including (HCSS) and MS Project. Candidate will establish project objectives, policies, procedures and performance standards. Initiate and maintain liaison with client and contractors, to facilitate construction activities.

RESPONSIBILITIES:

  • Candidate will direct Prodims estimating activities and supervise the preparation and review of estimates from client including based construction cost estimates and make presentations to management as required
  • Candidate will provide technical and operational direction to assigned personnel as required
  • Identify scope of work and perform takeoff from RFQ information for heavy civil projects
  • Obtain bids from vendors and subcontractors by specifying materials, indentifying qualified subcontractors; negotiating price
  • Work with owner/client, coordinate with field operations, create and manage schedules, and attend project meetings
  • Prepare special reports by collecting, analyzing, and summarizing information and trends
  • Identify project resources required for the project based on the scope of work
  • Manage the project to the approved project budget and scope. Manage project change orders
  • Review available plans and specifications to make sure estimate effort is in compliance
  • Perform conceptual estimates when detailed design information is not yet available
  • Solicit pricing from material vendors and subcontractors
  • Coordinate with team to develop overall estimate for larger projects
  • Interface with project design team to ensure estimated construction methods and diagrams to perform the work are safe, workable and efficient
  • Ensure all estimates are complete and in compliance
  • Develop project schedules to meet owner requirements and provide updates if requested
  • Ensure estimates address all potential safety risks and concerns
  • Maintain base bid documents and organize estimate information

QUALIFICATIONS/REQUIREMENTS:

  • B.S. in Civil Engineering, Construction Management, Architecture, Mechanical Engineering, Electrical Engineering
  • 10-20 years experience of construction cost estimating (transportation - rail, airport, tunnel projects)
  • Development of estimates in all CSI divisions
  • All levels of detail from conceptual to full plans/specifications estimates
  • Representation of estimates at team meetings. Value Engineering team experience a plus
  • Proven experience estimating large public infrastructure projects is required
  • Previous transportation (rail) experience is preferred
  • HCSS, MC2, Excel, Microsoft Office, and Primavera computer software skills are required
  • Able to read, understand and interpret drawings, contract specifications and other technical documents used in mechanical, construction and general contracting
  • Well developed interpersonal skills including the ability to work well with diverse personalities including project managers, customers, clients, subcontractors, and staff
  • Displays strong written and oral communication skills and employs effective listening skills
  • Self-starting, highly motivated and goal-oriented, quick, sharp, confident, assertive, ethical and ambitious individual
  • Excellent attention to detail with emphasis placed on quality. Very organized with a systematic approach to tasks to achieve accuracy and efficiency
